Promoting National and Local Environmental Protection Program in 2003

Absrtact	The aims of this project are implementing both National Environmental Protection Program (NEPP) and Local Environmental Protection Program (LEPP).Concerning NEPP, the objectives are completed by both surveying the environmental indicators currently presented in NEPP and proposing the potentially appropriate indicators adopting in the future edition of NEPP. To survey the currently environmental indicators, the works are carried out by both deleting and amending the indicators. Based on the Taiwan Sustainable Development Indicator System and other indicators popular among other nations, some valuable indicators are proposing to adopt in the future edition of NEPP. As to LEPP, the legalized formation of LEPP is fulfilled by counseling meetings held in six different areas. For assisting local governments in setting up both general and locally specialized environmental indicators, the methodologies are top down and bottom up. Results of assisted environmental indicators are presented in counseling meetings. With regard to investigating the characteristics of local environmental indicators, the criteria are generalization of NEPP, specialization of local aspects, appropriation of indicator and connection of other related programs. Regarding collecting the related information from overseas countries, the Environmental Protection Program of Japan provides with useful information and conceptions for future modification of both NEPP and LEPP in Taiwan. In order to accomplish all objectives set in this project, some meetings are convened. Firstly, the initialized meeting held in the beginning of September is intended to illustrate the important aims, implementing strategies and other related issues in this project. From the end of September to the beginning of November, six counseling meetings held to illuminate both the planning system and established indicators. Eventually, a final meeting held on tenth December is to illustrate all achievements done in this project and to communicate mutually for obtaining the consensus.
